I installed bleachbit-512-beta on my Windows 10 machine a couple of days back.
While trying to manage the whitelist of cookies to keep, I noticed some funny behaviour. Then I saw these lines in red pop up when I bring up the cookie manager.

I checked out cookie_keep_list.json and much to my surprise I found that nobody has access to read the file. I am wondering why even the System is denied permission.

Thank you for letting me know. I've read of a similar issue with the general preferences, but haven't reproduced the problem.
In the short-term you could try deleting or renaming the JSON file, so then it would start over.
Before deleting it, would you please right click on the broken JSON file in Windows explorer, and could you please tell me who is the owner? And what permissions are granted? You wrote that nobody has access to read, but are any privileges granted?

The is the funny thing! I cannot find an owner for the file. When I go to the Security tab for the file, I find nothing other than a message saying the I need Read permission to. But, on clicking the "Advanced" button at the bottom I can get to the screen with advanced settings. There I see the Owner is listed as Administrators.
I am the Administrator of the PC and, further, the SYSTEM has "Full Control".
I have a snipped screenshot which I can send to you if you would like to see it.
