No, BleachBit 0.8.1 just cleans Transmission's blocklists and resume data. It doesn't touch ~/.config/transmission/stats.

This mostly depends on you and your system. My general advice is "free disk space" and "memory" are good options to avoid. Localizations is a good option to enable (and requires root privileges). The APT cleaner (Ubuntu/Debian) and YUM cleaner (Fedora) are good if you want to trade saving disk space for longer download times when checking for updates. Most of the other cleaners don't require root privileges.
