for KDE users, a PyQT version would be really cool.

Honest reply is this: because there are more Windows users than KDE and because GTK+ works reasonably well in KDE, strategically a better move would be to provide a native Windows UI without requiring GTK+ because the GTK+ runtime is so large (over 90% of the BleachBit Windows installer).
