I can't run either CCleaner or Bleachbit because it is blocked by the parental controls under win 7 enterprise. I don't have the password for the parental control and is there a way to bypass parental control so I can run bleachbit?

Is it already installed? Is the installation or execution blocked? Have you tried the portable version of BleachBit (which does not require installation)?

I tried running bleachbit
I tried running bleachbit from my USB drive and got a windows 7 enterprise dialog box asking for the password. The program was execution blocked without the password.

bypassing Windows Parental Controls
Sorry, I don't know of a great way to bypass Windows Parental Controls. There doesn't seem to be a great way to do this for any application, and regarding Windows Parental Controls, BleachBit is not a special or unique application.
