Thanks. This was reported earlier as "[Errno 2] No translation file found for domain: bleachbit" - Error if Translations are not installed - Version 0.8.1, and it is fixed for BleachBit 0.8.2. There is more information in the link.

Would you click Help - System Information, copy the section at the bottom about running processes, and paste it here? Or show a screenshot of Task Manager (you can post the screenshot on www.imageshack.us)? I think you have a process running with a non-ASCII image name. The image name is usually the name of the executable like bleachbit.exe.

By the way, this unicode error is unrelated to the first "translation file" error.
